I have the same symptoms on my R36, this thread has given my new hope.
Was advised the compressor was a sealed unit and needed to replace as a complete unit.
Gonna give this a go, fingers X'd.

Extremely happy to report that the control valve was the culprit.
Comp (Sanden PXE16) is ok and system was tested leakfree
Air temp at the vents is now 3°C and BING BING on the nipple meter.

Just joined to say thank you for this. The aircon in our 2010 R36 Passat had been playing up for over a year now and it was getting very frustrating. All the same symptoms as mentioned in this thread.
Had multiple dealers (including VW dealers) look at it and only ever got told to replace the compressor at around $1500,-
After reading this thread I bought this: AC Compressor Control Valve For VW Jetta GOLF Sanden 1K0820803S PXE16 PXE14 | eBay
~$26 part and an hours labour at VW later and the aircon is cold instantly and works great again!

I was one of the less fortunate
Changed the solenoid last year and it didn't really have much impact. Initially wasn't any worse, but towards the end of the year was taking up to 15mins to start getting cold, then couldn't keep the cabin cool on a hot day.
So got the compressor replaced just before Christmas and all is well with the world again
