Passat 2011 fog light fault

Does anyone know what electrics are actually connected to the fog lights ? I had blown bulbs in the fog lights but no error showing faulty bulbs on the dash display.
So I put new bulbs in and still nothing.
So I hooked up my VCDS and pc and found that the fog lights were not enabled. So i enabled them and still they didn't work. But now the display is showing that both bulbs are faulty. I've checked the wiring and the bulbs again and still can not see any problems. The earth is intact and there is a small voltage on the bulb positive.
So im at a loss how to fix it.
Is it possible someone has fitted fog lamps to this vehicle and that from the factory it never had them??
Does anyone have any other info I am not aware of that may help?
