Why would you want to do this? Is there some gain?

What software is used for flashing and editing such parameters?

I would council against trying that for yourself. Reading it is easy enough. Modifying that bin file to a state that can be flash back in the ecu without corrupting it is something else.
Much safer option to pay someone to do it.
