There's nothing special about the headlights fitted to the R36 - when it was new you could option bi-xenon headlights on the 3.2 and it would be the same as those fitted to the R36, with the self-levelling, popup headlight washers and the dynamic and static cornering lights. They're also not dual projector - only the outside light on each side has a projector lens on it, the inside light is just a park light, with the static cornering lights behind them, unlike the halogen-equipped Passats where the inside light is the high beam.
For them to have any chance of being legal you'd also have to replace your front bumper as well and fit the popup washers. I don't think bi-xenons were that common on Passats of that vintage so you might have difficulty finding suitable parts second hand.
