The chips should not get any larger with polishing but fixng them up before polishing would be best. Be careful if you use a gurney to clean your car though, that is when stone chips can become bigger.
As for the black stuff, it looks like tar.
I would use a dedicated tar remover followed by a clay bar if there is still some marks left. I can't recomend one as I have not had to use it, I'm sure someone can recomend one.
If you do get it professionally detailed they should get rid of it for you.
+1 on the claybar, just makesure that the area around it is clean and only the stubborn marks are left (otherwise you'll pickup the other dirt and scratch the finish). Just be gentle when you use the claybar, no need to push down hard and knit the clay often.
I've used Meguiars and Mothers claybars and they seem to be a tiny bit harder (to knit) but removes the contaminates fairly well, just have to take care. I'm currently using a Japanese 3M one (blue) that's a little softer and does the job just as well. Always work under a good light so you can see if any scratches occur. Mind you, once you've used a claybar on one spot, you will continue to do the rest of the car cos the finished result is a smooth as glass finish.
As for the stone chips, on my car I just use the factory touch up paint to very carefully cover the hole (cheaper than a respray), won't look as nice but mine's a daily driver and stone chips are a part of driving unfortunately. Or you can try one of those chipaway or touchup guys but don't know about the result as I never used one.
