My DRL's had a similar issue, bulbs were actually blown however it was only visible up close. Apparently the bulb was arcing and therefore continued to shine a light but the computer detected a fault.
Have had my CC for around 1.5 years now and by and large its been a great and reliable car thus far. Recently one of my rear brake bulbs went out. It was actually quite cool - in its usual techie style, the CC's dash told me that the bulb was out and even told me which one needed replacing. No biggie, I replaced it. I paid for it as a wear and tear item. However - only one month later - my car now tells me that the other side's rear light bulb needs replacing. Thing is: sometimes the rear bulb works, sometimes it doesn't hence I have not returned to the dealer. I have also noticed that the rear boot light has now gone out. Now I realise this is only a very minor issue, but I would like to hear from anyone else who has had similar problems with their Passat or CC before I take the car back to the dealership. Does it sound like it could be pointing to something more serious? I am probably spoilt a little - I did not have to change a single bulb on my previous car (Subaru) in 5 years of owning it.

I have found that when one goes often the other mated bulbs will go soon too. I expect it as they all get old together so will die together, like an old married couple. Another reason maybe that when a bulb blows a small voltage spike may put a higher load on the other other bulbs. But then again it might just be **** happens.

PA, yes I agree that bulbs tend to go together. For that reason, the dealer changed both bulbs on the one side (they come in pairs apparently). I wouldn't think too much about it but its the fact that the other side are intermittently coming on and off. If they were blown, they simply would not work (maybe its a similar issues to Cro - I'm assuming it could be some sort of design fault?)
Funnily enough they always seem to go back "on" just before I plan to go into the dealer...
