It depends which state you are in and what the individual modification rules are for that jurisdiction.
Your best bet is to look for your own state's transport department and find out what you can and can't do.

im in nsw. its just no turbo or no superchargers
I believe there are an awful lot more rules than no turbo or superchargers.
It also includes any modifications that require a engineering certificate.
NSW has the heaviest rules for modifications, might want to check the RTA site.

Let me just say, that turbo/supercharger rule is the most ridiculous rule suggestion I've heard.
They should've just kept it the way it was with the High-powered vehicle since that really was the way to stop young kids speeding like bullets.
Pretty much puts the Golf out of the young buyer's market, even though it's probably the most fuel efficient, high tech option in its class..

George, I'm guessing that being non turbo, then you are probbably running a 1.6 or 2 ltr engine.
In that case, suspension work my friend is the only option you have. Sure you can fork out big bucks on things like chips, exhausts and intakes, but on the NA models, the rewards are negligible. If anyhting, you might just bring the engine back to it's brand new level of power, but that's about it.
I'd look at:
Rear anti roll bar, preferably adjustable
A good spring and shock combo, don't bother with cheap coilovers
R32/TT style lower control arm bushes, rear mounted
Uprated lower control arm bushes, front mounted, i'd look at polyurethane maybe...
High duro rubber or urethane front anti roll bar bushes, maybe adjustable bar too...
Wheels and tyres, tyres mainly as these are what gives you the grip, the chassis tweaks just make them hold on a bit better
Uprated torque arm (aka dogbone mount) bushes, maybe also a short shifter on a manual and stiffer engine / steering rack bushes too.
If you're getting serious, a brake upgrade too.
Power isn't everything. A spirited drive in a well setup and handling car in my opinion is far more rewarding than trying to burn off a tool in a VN commodore at the lights!
