Dave, There's nowt much you can do to make a significant improvement. Always going to be easier to buy a quicker car to start with unfortunately.
You can throw money at the 2 litre but it would be better saved up for when you get a GTI

I was wondering what is a cheap ( i know I am dreaming) option for a bit more performance.

i myself don't know. But what about cold air intakes or more free flowing exhausts? obviously they are not going to get huge power increases but would they get any? Make the car run a little better on in hot weather?
Why is it no one gives out any useful info for tuning options for n/a cars ????
Here is what you can do :
Cam
ecu
cold air intake
extractor/inlet manifold porting
remove 1st muffler
lighten flywheel
remove throttle body heating
Cost is about $3-4k and you should keep up with a stock gti . Fuel economy will vary pending on the cam you choose

been reading through these, some guys are getting some nice figures out of the 2lt 8V
some of them arn't very expensive and might be great if they don't increase the fuel economy when you ease off the pedal. Sure its not going to be amazing, but i know that little bit extra would keep me happy when over taking up hills and so on.
