What I meant but didn't explain properly with the Boost controller is that with his being a 99 it will be an ME3.8.x without a MAP sensor so boost control is effectively back calculated calulated from the MAF table. You run the bigger S3 MAF sensor housing for sure but still boost control becomes an issue at high load and its never perfect most likely because it can't do the calulations and have the wastegate in the perfect position in time. The simple solution is to put in a bleed valve just at the point where you would like the boost to be capped this way its never going to exceed it, the ECU still manages boost below this point though. If your chasing lower targets then the worry about boost control not being as effective isn't there. So not an EBC as I said last night, just a bleed as a safeguard. They are pretty cheap and work well.
Oh if he had an ME7 ECU as used in the later cars you don't need anything at all of course
