Mythos: It's not a secret. I get the magic numbers for enabling TMC from the stored settings in the adaptation control module maps (admap) that folk from various countries kindly share with me.
I've not had anyone send me an admap for a Golf from Singapore, so I can't suggest what the magic number might be up there. But I'm more than happy to extract the number from a file if you send it to me.
So, what you will need to do is to find someone with an MQB model vehicle (it doesn't need to be a mk7 Golf, although it's preferable) in Singapore that has TMC enabled on their car. If you find a mk7 Golf, then you need to make an admap.csv file for address 5F from the car. If it's another MQB type model, you will need to look through the auto-scan report for the car and take an educated guess where the TMC channel might be hiding (try address 5F if in doubt).
If you want to extract the data yourself, I suggest that you parse the file into an a user friendly application like MS Excel. Once this is done, look down the list of adaptation channels descriptions until you find one that says " Fee-based traffic Information (TMC)" , or something similar. The stored setting next to this channel descriptor is the magic number. It really is as easy as that!
Or, you can send me the file and I will extract the magic number for you

Please don't PM to ask questions about coding, or vehicle repairs. The better place to deal with these matters is on-line, in the forum proper. That way you get the benefit of the expertise of the wider forum! Thank you.
