Looks typical to me on large monocoque elements. Will help reduce harmonic vibrations (thrumming) without the need to apply deadener to a whole panel.
Pulled the interior from rear doors back to dynamat the car. Discovered wierd factory sound deadener that looks like panel glue (rather than standard VW rubber mats.
Wondering if anyone has dealt with this on a sound proofing mission?
Had intended for 25-30% coverage so I can work around it.

Yes, looks like anti-drum deadener. Then the overlay/carpet would generally reduce the higher frequency stuff.
