sootchicker: I'm not entirely convince about the description of TJA on your black page. I guess that it does work as described - but it does lots of other stuff too (see here)
Before Kamold replies to provide a more authoritative answer - it's possible that the need to "blip the throttle" might be because of Start Stop (which probably countermands TJA) - what happens if you switch-off SS with the disabling switch on the console?
The other "system" that might be responsible for your observed dynamic is Auto-Hold - which transfers the brake pressure from the foot pedal to the EPB after a few minutes. What happens if you switch-off Auto-Hold with the button next to the EPB switch?

There will be NO mention to TJA in any menu, so no need to worry that it isnt there. However all the boxes above must be ticked for it to work.
Re: ACC, When activated it will detect a moving vehicle up to 100 metres ahead and auto throttle brake as per other car (proximity) settings. Once you come to a standstill at the lights and there is NO movement for 3 seconds then ACC is deactivated or maybe a better word for it would be passive mode. All you need to do is tap the accelerator to continue ACC or hit the ACC speed adjustment button on the Steering wheel (left side). If you stop at lights and the car ahead moves within 3 seconds of you stopping then ACC will continue on its own. This 3 seconds can not be modified in any way and is a safety feature I believe?.
At 65kmh auto steering is automatically enabled and can be confirmed by the 2 green lane marking on the dash, this is NOT TJA. If you have TJA on your vehicle then these green lane marking will also be green when you activate ACC and are travelling under 65kmh. Remember that you need to be within 1 or 2 clearly marked lanes for the system to detect the lanes otherwise the lane marking on the dash will remain amber.
I think I have covered most of it. Not with the car now so some of the wording above will not match exact instructions. And am open for correction.
