Don't get me started. I used to live next to a cafe popular with cyclists. They'd all pile out onto the road and adjust their tights and shoes holding up traffic.
Highway Patrol now use it for their morning meetings and that nonsense has stopped.

The fact is there are plenty of ******* drivers in the mix, so it does go both ways. The problem is unlike in most other hobbies/sports/whatever you want to call it - the more into it they are, the less they follow the rules. Almost never have an issue with a casual solo rider on their way to work, it's always the groups of lycra guys who think they're in the Tour.
I'm not surprised they don't want rego plates.
