Tough call, as my usual library is currently down and the picture is too grainy to get a brand name off the cap.

They do look similar to Borbet XRT which does come with a polished finish, although there appears to be more spacing between the spokes here in this pic. It is a Euro car from memory which increases the chances of Borbet, but happy for anyone else to chip in here if they know.
