When was the last time you got your tires checked and balanced?

Our Golf MY16 Highline (R-line option) has developed a drumming noise that has been getting louder over time.
It is a 'wha wha wha wha' sound (sounds like 'what' without the t), that increases in frequency as speed increases.
It can be heard from 30km/h, is loudest at 60-70km/h, then gets quieter above 70km/h, but is still audible.
I have linked a video and audio file of the sound below.
The audio file is probably the best to hear it.

Inside edges of the rear tyres are probably scallop'd.

I had wondered if the tyres might need rebalancing, but am worried it's something more serious.
Tyres are fine in terms of wear.
They're Continental Max Contact MC6 with only 20,000kms.
The noise sounds like it's coming from the front.
Two possibilities come to mind, either
- sawtoothed tyres (run your hand over the tread in both the normal direction of travel and the reverse), or
- a wheel bearing (my money is on a bearing).
