The diffuser is the lower black panel attached to the bottom of the rear bumper (between exhaust outlets).

I sourced the bar from the UK

Can anyone recommend a place in Perth to have a towbar supplied and installed for my golf 7.5?

These guys do the Westfalia gear, which can be a totally invisible install. I used them and was very impressed with their service. I'm in SA but note they have locations Australia wide. Whatever route you go make sure to post up the result.
