Can any one confirm if the Australian model has the ECU chastity belt? It prevents anyone from tampering with the ECU, pretty much bolted shut.

My MY16 GTI does not have the cover fitted, but the window tinter noticed this and said "that's interesting, I did another brand new GTI an hour ago and it had a metal cover over that thing there". Asking a few more questions it was a GTI PP where mine is just a GTI. I couldn't confirm if it was an MY15 or 16, so that may be a difference.
Doesn't answer your question I know, but it shows it may not be standard across all models/model years.

Do you even need access to the ecu to flash?
I thought the obd port was the way since the mk4.

Lots of 2009 onwards ECUs need flashing in boot mode depending on the flash tools used.
Shear bolts won't stop you getting the ECU out. Dremmel off the head or use a screw/bolt removal tool if your worried about keeping the cover.
