My MY16 GTI does not have the cover fitted, but the window tinter noticed this and said "that's interesting, I did another brand new GTI an hour ago and it had a metal cover over that thing there". Asking a few more questions it was a GTI PP where mine is just a GTI. I couldn't confirm if it was an MY15 or 16, so that may be a difference.
Doesn't answer your question I know, but it shows it may not be standard across all models/model years.
My MY13 has the "chastity belt" and she's staying a virgin if I have any say in the matter (ain't anyone getting close to her with evil "flash" intentions)!
