Be warned that the k&n may stuff up the maf sensor due to it being oil based.
I don't know about MBCs, these cars tend to run lean and cause damage when you try that. Maybe up 1-2psi, but probably not worth it.
APR or GIAC are the main 2 choices as far as chips go, around $1400 for GIAC and a little more for APR. It's definitly the best bang for buck. Seb in Girraween for GIAC and derek in Mona Vale for APR are the closest two to you I think.

A boost controller isn't the way to go. The cost of getting it wrong would be far more than having the ECU done properly.

will a manual boost controller increase the fuelling??
is the a4 a quattro, because if it is, it already has a larger turbo..? (someone correct me?)
a chip/front mount IC/exhaust system/lighter wheels will make you go faster.. just depends on much monies you want to part with..

No, a MBC just reduces the air going to the wastegate, so the wastegate may only see 10PSI while the intake manifold has 15PSI. It doesn't do anything to the amout of fuel. Some cars ECUs will increase the amount of fuel accordingly, but not audis and VWs.
I don't think he has a quattro, but all B5 1.8T come with the normal K03, the GP quattro versions (99-01) did have a different tune with 20KW more, but still the same hardware.
