If you're after 8L/100, the GT petrol would be your best bet. 8 is what I get 'round town (traffic lights are your enemy!). The guys with GTIs that I know get 9-10 in the same sort of traffic.
Mind you, if I 'sink the slipper' the TSI is a thirsty little beast! 
The GTI will always be a slightly faster ride than the GT, but the GT will always be more economical too.
