I've had a paint pen never come in that Skoda AUs kept cancelling. The Dealers from memory can put the request in directly to Skoda CZ, much like the car orders I thought, but at times Skoda Aus can interfere, stuff it up and the dealers have to reorder. Sounds typical for SKoda Aus all round, WTF do they do right.
I worked in the parts department of a dealership of a few makes last year and that wouldnt surprise me at all. Bumpers are something most dealers would stock as theyre a common thing to replace, if the other stuff had to come from overseas it can take months easily, especially if parts are damaged in transit which happens a lot. If a great wall part had to come from china it could easily take 6+ months if you weren't lucky.

Had the rear bump and the assembly behind it replaced in under a week (also had a towbar fitted at the time as all the crap was removed and the towbar place had easy access - saved $100).
As sortofbigbj said above, its knowing how much stuff they needed to order cause some could potentially take a while.

Drivers side mirror smashed off Octavia vRS, took 3 weeks to get parts and complete repair.
Replacement mirror had a brown tint and didn't match the blue tint of the passenger side.
Mirror smashed/torn off again a few days later, only took a week this time and mirror tint was the correct blue.
