My brother works for Skoda and he tells me that the normal Octavia will be available from Nov/Dec this year (exact date not known yet), with the vRS to follow in about April 2014.
It could well be lower with lots of options dropped out to be added back at lower cost. Overall I can't see it being lower though. I can see if they do go the cut back standard features that I will be having a hard time getting them to put them all back for a reasonable package. I'm not going to start considering one until the end of the following year and even then may wait until the new prod starts in 2015 to get the MY16 model.

reading the briskoda forums - the build times on the new octavias is ridculous now, to a point some have had their build dates removeed indefinately!!

more than likely the new golf is being given first dibs at securing the parts so they can satisfy VW orders.

My logic is that by the time I am in a position to negotiate a deal I will be waiting some time. And with the delays we see here in the last few years it may well mean getting the next MY. I'm OK with that, we still love our current Octy, I was lucky in the first year or so they had built up local stock for launch and could drive my car away 2 days later with all the bits already on it I wanted.
The Nov/Dec is about normal timing for us for a new MY so not really anything different to what we have before. The RS delay is annoying though as they should be here the same time, again they are probably stockpiling.
I'd wait 6 months until sales start to tank and they start adding options back in at no extra charge to lure buyers.
Only crazy or desperate or financially flush people fall into the trap of wanting to be the first to own a new model when there is limited if any discounting and no freebees.
The New Leon rolled off the line quite some time before the Golf, so its no longer in peak demand. Also a brief look at the UK specs RVC and the ACC cruise don't seem to be options, they seem to be the two bug bears for delays.
At the same time, the VW would probably have more orders waiting than the Skoda so they would get more allocated
