They should be in dealer yards and showrooms, only VW does not own the dealer network. It comes down to ownership of the cars in dealer yards, and then who pays for damage.
Yes, dealers should have a couple of examples of each model so that potential customers can see and feel them.

When I bought my Octavia there in 2011, they also had a VW Commercial (ie Amaroks and Transporters) dealership - the same salesman handled both VW and Skoda at the time - out of a demountable office shoved in front of the Honda showroom. Classy...
It's now a full VW dealership at Blacktown. Skoda is now handled from their Parramatta (and Rosebery) dealerships (according to their website).
