PD = Pump Duese
Most newer engines are using CR rather than PD.

Does anyone know if the Octy II's 103TDI engine is common rail? or Pumpe Duse?

It should be common rail, same as the new 103TDI Golf.

I rang Skoda today. The girl on the phone said that the 103kW diesels are now CR
I thought I read in a review that they were PD, but that conversations puts that to rest.

only the 1.9Tdi ( which they don't have anymore, replaced with a 1.6) is a Pump-Duse. Personally I wouldn't know why u would replace the 1.9 with a 1.6, can't see anyone possibly driving it.
