If I'm not mistaken the MKIV Golf GTI had lower suspension that the 2.0 version.
Cheapest option would be a used set of MKIV Golf GTI springs but then you don't mention how low you want to go.

I don't think that there is a need at all to have adjustable lower control arms. I've regularly gotten over 25K kms with my last few sets of tyres and I'm lowered enough where the rear camber is clearly visible.
