Gday mate, I'm assuming you have a Golf here. If it's the standard bumper, the small black plastic lip they have clips on into the bumper itself. Should be pretty easy to swap. Or do you mean the bumper itself has split, under the slats?

I cracked my front lower "spoiler".
Called VW dealer, I was told that for the spoiler probably cost $150, and $130 for installation.
I am wondering, can I put it up by myself?
or is there some place cheap to do this for me?

if youre talking about the stock lower valence its about a 30 min job start to finish - i had to reattach mine after ripping it off on a carpark stopper...
have a look on vwvortex for the tute on how to remove your front bumper, you will find that its just a matter of unscrewing it cliping on the new valance and then screwing it up again
easy peasy, and you just need a torx head screwdriver... dont pay someone $130 to put it on for ya, youll soon see why when you relaise how straightforward it is...
