Bora overheating - cooling fan doesn't run even with the A/C on

it was the other day being stuck in the traffic that all the sudden the car started beeping and showing the overheating alarm.

Checking under the hood, the fuse box looks ok and there's no sign of being melted down or damaged.

Neither of the two fans don't work, even when I turn of the A/C.

Is there any instruction or step by step guide that I follow to diagnose the issue?

Failing cooling fans was quite a common fault with Bora 4Motions. I assume it affected all models. There are a number of possible reasons why and they are usually related to the low speed fans having an internal wiring fault which caused them to stop working. Subsequently with the fans kicking in straight to high speed it can cause problems with the fan control module. When it fails you then have no fans. There are posts on it on this site way back when. Try searching on here and/or Googling it.

If you decide it is the resistors, just consider that the whole fan can be bought new for about $100 each.

To add my 2 cents, I had the same issue in my golf. Though even when the aircon said it's on it wasn't engaging.

Turned out to be a dodgy connection to the radiator fan fuse on top of the battery.

That's interesting. It used to be around $800 to fix back in the day, say 2004/5 when I first had to fix mine. I ended up doing the resistor board fix and I haven't had to touch them since. Now some 14 years later the original fans are still in the car and it is approaching 450,000 kilometres.
