T4 air conditioner and thermo fan

Im pretty sure the thermo fans kick in when the interior fan is turned on

My van has 2 fans. By bridging out the sensor on the radiator I can only get one to work. It appears that the fan only works when the car gets hot (eventhough temp never gets above 90 according to gauge).
I am wrong in assuming that since it has two fans one is slow and one is fast speed. My fast speed works as mentioned above , but the slow speed does not appear to work.

Any thoughts?
