I'd would say that you would need a engineer to put a mod plate on it regardless if it was a genuine seat.
Just attaching a swivel seat plate requires a mod plate up here in QLD.

thinking of purchasing a 2011 T5 and swapping out the single front passenger seat with a genuine front bench seat.
I just need to know weather I will be able to bolt the bench seat straight in or do modifications need to be made to the floor by an engineer?

Qld does have a different scheme to southern states but down there most definitely you will need an engineer to sign off on the conversion . I would imagine that the new seat will just bolt in to original holes I am not sure if the VW double seat straddles the gap between the buckets or has additional mounts . Some times the front seat area will have all the mounts from factory but the only way to be sure is to wait for some more feedback or remove the passengers bucket seat and the floor mat to see what is already there . Just make sure for the engineer that any additional seat belts on the seat are new as you are not supposed to use second hand as they may have been damaged in prior use if the van had been in an accident . Seat belts are supposed to be changed if in an accident as the stretch points would be compromised . Also correct tensile bolts are to be used . When I had my certification for seating mods etc, you would often be amazed what bolts people would use when they did it themselves . Seats are be load tested to around twenty times the weight of the seat and in your case include two adults , we often saw 6 mm galvanised fence bolts to hold it in place never going to pass !.
