thats just transporters for you -
Transporters have a high load capacity, so when they are relatively empty there isn't a lot of weight over the rear axle compared to the GVM. In the front, you dont feel the bumps nearly so much as you would know. As you load it up, the majority of the load is carried by the rear axle and the springs and shocks in the rear are designed to cope with the load.
logically, if you fill the vehicle from front to back, the passengers will always get the best possible ride quality.
Generally, a van like a transporter wont give the kind of ride comfort of a 'people mover', because it has such a better load capacity (that of a van, not a car).
Throw a few bags of concrete in the boot, that will help :-P
If you are never going to carry substantial loads but you want more passenger comfort, its possible you could change springs and shocks to something softer (and custom), but it would need to be carefully thought out as its a big van that drives like a car and you could potentially make the handling suffer without careful consideration.
