When on a wet and humid day the de-mister doesn't keep the windows clear so you have to open a window, soaking you with rain.
When on that same day the speed of the de-mister motor drops when you turn on your wipers.
When you turn your already slow moving wipers onto 'fast' and they struggle to move across the windscreen.
When having the headlights, wipers, de-mister and radio all on at once causes the above to happen
(Of course, all of these are experienced in the Type 1 Beetle, except for the de-mister - you just skip that step and let the rain in (but Beetles have much better vent windows to put cool air on the windscreen - on a golf they'd just fall out if you opened them)).

If a few of the bar's aren't working, the power supply/switch etc. are all fine.
I'd say there's break's in the bar's circuit. You can check this with a test light. Just be careful not to scratch off the bar's.
You can get repair kit's from burson's/repco etc for this too!
Fom memory, you should have battery voltage on one side & half on the other.
Oh. all of mine are working too. My old silver beater one was missing two of them.
