Your Flasher can is filling up with water and has corroded internally.

Fix the leaks at the base of your windscreen and raintray and replace the flasher can.

Alternatively put drain holes in your flasher can. (Works for me!)

The flasher can is one of the black cubes plugged into the fuse box below the glove box. The rest of the cubes are relays which might also be filling up with water. The Flasher can is the one with only three (maybe 2) pins on the base when you unplug it.

You might be able to salvage yours by prising the cover off and dousing the insides with WD40.

Oh - to answer your first question , The Flasher can is a special type of relay that automatically turns on and off it's output to make the indicators flash when power is applied to it via the turn indicator lever.

Have you tried finding where you can and cant find power.
Follow the power from point to point if you can, eliminating each part untill ya get to the crook spot (no power). Dont spend money till ya really sure its that part.
You could even eliminate using the fuse box to operate the lights if you wire up the fuses and relay temporarily.
