A couple of things here.
1. As has been stated before-not the first and certainly not the last Mk1 with LHS floorpan cancer.
2. It appears this was alrady identified by someone previously as the brake line looks like it was replaced.
3. Ideally get the sucker welded rather than silicone, more from a safety perspective rather than the evils of silicone (more on this sooner). In the event of a crash the silicone mounted plate may dislodge and cause some injuries to an unsuspecting front passenger. If you know someone who can weld they might be able to help-otherwise pay a few bucks with a boilermaker or ask around to find a reasonable priced smash repairer. I found a mate who did it for some cartons of beer and he did a great job.
4. Silicone. not all silicone is evil. If you use a neutral cure silicone, this will not affect your metalwork. Roof plumbers need to use silicone of metal roofs and gutters, this is what they use. I think Selleys All-Clear is neutral but again a proper job is advised unless you wish to trash the car very soon.
