It's Australian Design Rule 39 BTW.
It states "VW passenger cars manufactured in Australia after 1st July 1976 will have child restraint upper anchorages for each seating position on the rear seat."
According to one of the notes, you are supposed to cut out the roof lining according to the picture they provide. As you say, you should be able to feel the threaded anchorages though.
My '79 definitely didn't require you to cut the lining though - just remove the plug...
Maybe they got smarter later...

I've scanned the full supplement, but I needed to scan individual pages to PDF, and the zip each of these PDF files in groups of three - the zip size limit is much larger than the PDF limit, which is a little tedious, but we got there![]()

Well my Golf flew through the 2nd inspection, the info from blackgti helped, thanks again. The inspector I had today was as good as the 1st was BAD. It turns out the guy today used to work at Lanock's & then for Eblens.
The first guy reported the ball joint must be replaced & when I got home I checked it & the play was at the top of the strut. I removed the spacer from inside the bearing & after measuring turned 1mm from the o/all length-- Problem solved. The other item I replaced was the tapered fuel hose between the tank & fuel line. It wasn't leaking in the form of drips but was damp & it was on my list of jobs to do.
I can now look at the tooth belt timing & maybe remove the injectors for cleaning the soot in the head, the car has trouble keeping up with the traffic!
