whats wrong with cutting coils if you have shorter shocks? (not being smart ass generally wanting to know)
Having shorter springs is fine (and legal) as long as the spring is secure between the strut seats (top and bottom) when the suspension is at full droop. This generally doesn't give a low enough 'stance' for most people, although would be more than suitable for a daily driver.
There are ways to combat having a spring that doesn't seat properly. Some say it's safe, so say it isn't. it's probably illegal in most states (or unroadworthy) to have springs that aren't secure.

just say you were lowering a mk1 (or ay car for that matter) and putting some wide banded 16" wheels (say like 8.5 " bands) how do you work out how low you can go? do you just snip and check.. and snip and check? or is there a method? or is it simple math?

I imagine it would change from car to car. I only know how low you could do (with a mk1) cause i've had a bit of experience & done alot of research regarding mk1's and different wheel width and offset/suspension set ups.
its usually just cut n pray when it comes to cutting springs, unless you have done it before

Is it possible to get shorter stroke shocks for the golf? (id asume they strut inserts?)
i know with me rolla if you go low, you gotta get short shocks to suit otherwise the rebound and travel is stuffed!!

I'm not here to start an argument, but....
Something sounds not quite right I reckon
Cause I've had 7" with a ET25 & they fit flush with the rear arch & that was with GTI flares.
If you change that with a 8.5" & ET33, the rim should sit out another 0.435" further out of the arch & also 1.064" towards the shocker!!!
Looking at your pics with the 8.5" my ET25 7" sat further out to start with, so in fact your wheel should sit further out.
The front rim sits about right though in the arch & when working out all the measurements, the 7.5" ET33 should sit 0.064" further in than a 7" ET25.
Hope this all makes some sense
