sounds like everyone has been driving mk1's with problems!
a healthy 1.6 with std carbie should get you between 6.5-7l/100km, driving economically. even with a 32/36 dgv you should be able to get those numbers. Same from a 1.8.
A well tuned 1.8 with big carb (like a 40mmDHLA) can get 8-9l/100km driving nicely.
ofcourse it can all go to pot if you have a lead foot, but you should be able to keep up with traffic and even move through it and still get 7l/100km.... main thing is having the carb in good working order, set the ignition timing properly and ensure the advance is working as it should, and have good plugs/leads etc. and run it on 95.
