Slick 50 racing 16 Valve MK2s in the UK had 239mm vented brakes in the mid 80s. They were not allowed to fit larger diameter discs, they could be grooved etc and pads were free.
These racers were running upto 180bhp on basically std brakes. A mate of mine has a 175bhp Turbo technics mk1 with std mk1 brakes AND pads and he never complains about not being able to stop.
From a money point of view I don't think building an 8V and then a 16V makes sense. You can build an engine with the aid of the internet/forums and a Haynes manual.
