Vacuum advance doesn't matter.
When your on full throttle, there is no manifold vacuum & as such no vacuum advance. Hence the name. It's a fuel ecomony function.
The vacuum advance should have two hose's on the dizzy. One should go to full manifold vacuum eg. T-piece on the Brake booster hose & the other should be ported vacuum from above the throttle plate's as standard.
The Dizzy also doesn't have a vacuum pump. It's a vacuum advance canister.
Surely a weber has a vacuum port for vacuum. Christ even Holley's do!
I think your chasing your tail Josh. I'm with Preeny. I'm starting to think your carb. may be the suspect. Just cause it can start & run, doesn't mean it's spot on & delivering the good's. You also don't know how the carb. worked before.
I could through my 750 Holley on a Golf & it will work, cause I actually know it worked on another engine.
You need to sit down, work out what you've swapped over & used on the other motor now in Jarred's car & work from there.
Ask yourself this.
How did your old 1.6L go with the stock carb. before you got excited & threw the DCOE on, cause obviously Jarred's is going fine now.
Pull the emulsion tubes out aswell as the idle jets.
What is your emulsion tube? it'll be F**. I used F11's in my 44 IDF, as they seemed to give the best progressive throttle input. Any higher and it was lean through the mid at half to three quarter throttle.
What main jets have you got? I ran 45 mains (Located in the bottom of your emulsion tubes, push in fit), although i think i should have been running around 50's or maybe 55's at close to sea level. As it was a little lean up high on a cold night.
I think i was running 165 idle jets, but i can't quite remember. Idle jets aren't your problem though.
Edit: Also, check your jets for blockages. They are prone to it if you get crap in the bowl. Remove them all and blow them out.

Not totally clued in on the Weber department, but know what your talking about. I do have a weber manual here I'm trying to learn with, but without a weber here, I find it difficult.
I'm a hand's on learner.
im getting tempted to buy a rebuild kit for it which includes seals and new jets, i also get to choose what size jets.
im going to cancel my RWC tommorow, its just not ready
thoughts?

What's the history on the carb Josh?
Do you know what sort of motor it was on last?
I'm still thinking that the venturis might be too big.
