    Stepper drill is the go, hands down. If your in Sydney I'm more than happy to help you out. They work so well on sheet material.

    You can always improvise ,what do is use a 3mil or 1/8 drill and after marking the hole drill around inside the circle as close to each hole if you move the drill back and forward the piece will come out then just run a round file around to smooth off the sharp pieces.

    All good ideas so far. Whichever route you choose, remember the importance of galvanizing and painting the freshly cut metal to prevent it rusting.
