Materials will cost you a good $600, or professional resprays start at about $1500 (professional is open to interpretation).
If you actually want it done, be prepared to pay a lot for it, or DIY!
Lots of MK 1 Scirocco's...
If it aint a MK 1 then it must be a donor car ??
Cheers,
Grant...
Sorry to say that in Tassie thanks to the current miss guided Politicians, the TAFE system doesn't exist (now split in to The Polytechnic and The Tasmanian Skills Institute) as such night courses are almost non-existent and all the Automotive painting/panel beating training is undertaken in the north of the state.
If your keep to do the work yourself Adult education may have a course that covers this otherwise you'll have to find a good body/paint man.

Get your wallet ready do as much dissmantling as possible remember time is money. At the end of the day you get what you pay for like anything .Most local painters i know would charge you upwards of 5k without Rust repairs
You might want to have the car sprayed professionally but you should be able to do a bit of the stripping and rust treatment yourself. If not there definately are places in Hobart that will do a really good job. For example Davidson Autobody can do all the panelwork and also spray the car, their work is awesome. However you have to be serious and as said before, be prepared to pay good money for a good job.
Any 3rd party (as in nobody you know personally) panel shop won't be keen on painting over your sanding/prep. Not from what I've found anyway.
Stripping a whole car down (trim/glass/everything wise) on the other hand would probably work in your favor.
Mate, I will be honest - head to somewhere like Cygnet or Huonville to a smaller workshop that is not going to be as busy as one in Hobart. You may find they are more willing to take this sort of job on. Other than that, ask about in the older car scene in Hobart, though the VW club or Club Motori Italia - there should be someone with some contacts.
