MegaSquirt.
Mine is going EFI due to the turbo conversion. After looking around it's easier just to make up a manifold with fuel rail to suit. There are plenty of small 4 cyc manifolds available that can be cut and shut cheaply. You could just CNC a flange and create it from scratch also if that's your thing.
Jarred is pretty much on the money though. With the MegaSquirt I'll only require a TPS, IAT and CTS. It has an on-board MAP to handle 21PSI already.
Controlling fuel only with the ECU is pretty straight forward and cheap if you can DIY and are decent with a soldering iron. You can pick up the MS2 kits and Wideband O2/gauge for around $850. (That's everything... ECU, wiring loom, tuning cables, software, sensors, relay box, testing tools etc etc) You could do it cheaper again without the wide band O2 (~$250) but skipping this will make tunning a little harder.
Throw in a EFI pump and you're done.
