Didn't you get your "deal" in black and white at the time ?
Just got a quote after a so called "deal" i did last year when buying the car, the agreement was my service was to be at an agreed capped rate of $345
Now all of a sudden i get quoted $430
Can someone help me find a cheaper VW dealership as CCC clearly love the cash and not the loyalty at this moment.

It was agreed verbally while purchasing the car, sure they're still giving me the penzoil oil i requested.
But verbal contracts especially with the this person being the manager of sales now at said establishment, really dented my confidence with servicing/sales.

$395 including tyre rotation/balance.

Sorry to hear Hail but as you know, I had a very similar experience with Chatswood Classic Cars re-negging on a price (for a new Golf Gti) that was quoted over the phone as well as dishing me other lines like "The Corporate Discount doesn't apply to GTI models", which was contradicted by other Corporate Quotes from colleagues from the same dealership.
What did they say when you told them of the agreement on price?
Sorry to hear of this, but you should really never take a verbal agreement from a salesman. Mostly because, sales do not run the service department! So what a sales guy once told you, means nothing when you then call a different department... especially when there is no guarantee that said salesman will even be at that dealership 1 year or 3 years later.
As you've found though, servicing cost does vary greatly between dealerships. Real estate / facilities costs vary hugely etc, which can then has an obvious effect on their services price (look at the price of a beer at an average city pub vs an average pub out near hornsby ).
Don't forget that you've also got several excellent options from VAG specialists around Sydney (and Melbourne, Brisbane, SADelaide and Perth for that matter). Sydney you have European Autotech, Exoticars, Camden GTI... all of who I'd rather have my car serviced with than a Volkswagen dealership (as long as you don't have any warranty work to be done).
All my warranty work is happening in this service with Mccarrolls, spoke to Sharron he was easy to deal with, understood my frustration.
After this Service i will be taking the car to Ramspeed or European Autotech.
Also teeing up with bob after the service to prepare for summer with those tints

So i thought instead of banging my head against the wall, i decided to vote with my feet.
Yep, if you are going to negotiate servicing costs into your purchase contract, make sure it states "fixed price", and lists the 3 services costs (15/1, 30/2, 45/3), and is on your purchase contract.
As others have said, you should've gotten it it writing.
As far as the dealership knows, you're trying to rip them off.
Besides, $430 sounds fair to me, given they're a Sydney metro dealer.
The cheapest I've seen was $370.
