Its clearly a piston ring sealing issue as per the LS1 engines. Oil gets past the rings gets burnt up and blown out the exhaust hence the oil spots on offending vehicles rear ends.
The problem is in the other direction - during the combustion stroke, pressure from the cylinder gets past the rings into the crankcase which causes excessive flow through the breather, carrying oil along with it into the inlet tract to get burnt up and blown out the exhaust hence the oil spots on offending vehicles rear ends.

As for the VW spec (VW 507), i think it mostly refers to an "emissions standard" like how many pollutants the oil gives off when burnt, how much drag it has on the crankshaft and thus fuel economy things like that.

It's mostly to do with preventing intake buildup fuel not cleaning the inlet tract due to the direct injection
