Yep normal.
Originally these gearboxes didn't used to do this (back in 2010 they implemented it I believe) but since then a software update allowed the gearbox to use engine braking for cruise control and normal hill descent.
If you don't touch the brakes at all it won't shift up at all but if you touch the brake for even a second, as you head down the hill and your speed increases it will start kicking back gears to hold your speed (this is done automatically with the cruse control without having to even push the brake)
I have seen it rev up to 4500rpm on mine before it decided to shift up a gear which personally I think is way too high. 3000rpm would be my limit but that's just how it is
To reset the speed its trying to hold just tap the accelerator and it will shift down to the lowest gear
