That's why they insulate it. To get the heat up as quickly as possible. Any air flow through the engine bay is directed through the AC, radiator & IC cores. There isn't much "blown away by the driving wind" as it's hot already (after passing through the cores). That's why everything under the bonnet is so hot when you lift the bonnet.
