I'm running 17 x 8.25 +38 offset (std tyres) and wheels are flush at front. Lowered to about 323mm hub to arch at front and this works well but its just rubbing very slightly at front/s when pushed extremely hard when turning at speed through a dip or spoon drain.
What you are proposing is going to need work to front guards/liners, don't know about backs.
Having said that there seems to be a slight difference from my 2013 Polo in that the liner fixings are not protruding so much in my 2015.
