just run a big turbo with anti lag.
there problem solved!
the mk5 GTI had a Vag com function where it can run 1 bar of boost at idle to diagnose leaks!
It is the same chart and based on the related site information I belive the efficency chart is for a 150hp K03 turbo... I doubt the K03S would look much different apart from moving the efficency 'islands' a little to the right on the map...
With the right tools and dyno you can acually build this map yourself

From what I understand, unless you have a modified idle control valve that forces the air through the engine on a closed throttle then dumps heavily fuel saturated air into the exhust manifold where it ignites (hence spinning the turbo at idle) that is impossible... Can you provide any mech/elec diagrams of this system working in a stock mk5??
Also, anti-lag tends not to be too helpful to turbo / manifold due to the location of the 'explosions'
