4:11 Diff gears in a a manual GEN III will nudge it into the low to flat 13's easy. A low 12 second from an LS1 edit, diff gears and full exhaust? I doubt it.

A few years ago I remember racing a GEN 3 at WSID with an exhaust, edit, intake and slicks. He did a 12 something.
