Which means you'll get more power - but also that the turbine will have more rotational inertia and take longer to spool up. This, of course, results in turbo lag.
I guess that everyone who's looking for more power out of a turbo upgrade has to eventually make the decision whether to make the car more drivable, or to create a big power, dragstrip queen.
The flutter sound is the compressor surge, it's the sound of the 'backward flowing air' running into and across the turbo impeller blades. May sound nice but not a great thing for a turbo....Your car though so go for it!
