Ecu will trim it down if it has had an overboost. You will have codes if that is the case. Also make sure the pipe from N75 hasn't turned to chewing gum to the actuator, anything obstructing the pressure to the actuator will cause the gate to stay shut longer and spike., also pipe of and apply some air pressure to the actuator and see that it moves freely.
By the way you don't need a cel to have codes there
